Each year at the council recognition dinner in my council (Pioneer
Valley, Chicopee MA) each troop has an opportunity to give a 'Scouter
of the Year' award to one of the Scouters in the Troop. Both of my
parents have gotten it. My father while committee chairman, my mother
while secretary/newsletter editor. Each troop has the option of
presenting one, but is not required. The award is basically a
certificate, with no uniform insignia.
