No problem at all. There is *no* time constraint on the ranks up to and
including first class... the BORs must simply occur in order. It is
entirely possible for a boy to complete all of the requirements for 2nd and
1st class before finishing the requirements for Tenderfoot, and then having
a grueling evening with BORs for all three.
To say there are no time constraints is somewhat misleading. The actual
span of time has been eliminated, but some requirements add a little time
all by themselves (e.g. Tenderfoot "Record your best at the following
activities. Show improvement after one month.")
