A couple of unrelated questions.

Question 1: We have a Scout who is likely to complete the requirements for
First Class prior to the next Board of Review. He is already scheduled to go
before that BOR for his Second Class. The requirements state that each rank must
be earned in order. If he is reviewed on the same night for both ranks, the
advancement report will show the same date for both ranks. Is that a problem?
My initial thought is no, as long as First Class doesn't PREDATE Second Class.
What does the collected wisdom of the list think?
Question 2: Our troop experienced a major growth spurt last fall. One of the
requirements for the SM Award of Merit is that at least 50% of the troop
attain First Class. As things stand right now, more than 50% of the current
troop membership could not be eligible for First Class (there haven't been
10 troop functions, other than meetings, since they joined). As of the next
BOR all but one of the others will have First Class (the last one may as well,
it depends on whether he's mastered the diagonal lashing yet). Given the
circumstances, has the rank requirement for the SM Award of Merit been met?
(I'm asking for my Troop Committee Chair who approached me on the topic)

PS. My guys built their first tower last night. It even stayed together all
the way up and stood on its own. It was an inverted tripod tower.
