The Rules and Regs are: "Cub Scouts (second and third grades) and Webelos
Scouts (fourth and Fifth grades) may participate in council-operated day
camps and resident camps.
This by NO means should be interpretted that if it is at a BSA camp, you do
not need parents. The one on one continues to hold with the ONLY
exceptions being for day camp and resident camp.
Now, if your local council has set up something dissimilar - that is your
risk to follow.
