The advancement chairman is in charge of Board of Reviews and SMs and SAs
have NEVER been allowed to sit on a board, at least not in the last 18
years that I know about and have the documentation for!
The board needs to be made up of 3 people. They do NOT have to be
registered and in fact this is a neat place to activate some parents.
The rules on board of reviews has changed a bit in the last few years, so
be sure you are using a current edition of the Scoutmasters' Handbook.
That's the one that governs today's troops -- not what happened 40 years
ago when "I was a scout."
