The Polar Bear is (if ordered from national) a universal patch.
However the requirements are up to the local council, some of which
I have heard of are; accumulate 100 degrees below freezing, or zero,
etc.etc. In our council it is spend 24 hours below freezing camping
without cabins or tents or trailers etc. In other words build a shelter
and stay in it for the night. Planning in the fall helps, collect the
sticks and leaves and build your shelter then cover it with a tarp.
Come back in the winter and there is a nice dry shelter to camp in.
