Thanks to all who responded. Yes, it seems to be a council award.
Plan and conduct two different weekend camps of at least one night each.
A. Camps must be under canvas. (How about nylon?)
B. Camps must be held during the months of December, January and February.
C. Must cook out three meals on each of teh two camps.
*** Two nights camping on one weekend during the winter is discouraged
due to short daylight hours and inclement weather.
*** Policy of the Great Trail Council prohibits use of propane or
gasoline stoves. (I interpret this to mean for the purpose of
this award, since no such ban is widely in effect here).
Patch is 2" by 3", dark blue background with silver polar bear and lettering:
GREAT TRAIL COUNCIL BSA POLAR BEAR CAMPER. Patch to be worn on pack or
civilian jacket. Applications by March 15 of each year.
