The merger issue has been around as many years as I have been a Girl Scout
which is nearing 50 years. No I did not know Juliette. The upper management
can't make the decision for Girl Scouts to merge with the Boy Scouts. A
National meeting is held every three years with delegates elected from every
Girl Scout council. The number of delegates a council may send is based
on GIRL Scout population in the council. That group votes on issues that
are on a list of issues mailed in ahead of time and supported by at least
several council to even make it to the agenda. Each time the issue of
*boys* pops up, it is immediately and soundly defeated. The Girl Scouts
feel as do some Boy Scouts that girls need women role models and boys need
men for role models. I doubt that I will see any merger in my life time.
