Sorry, since I had e-mailed earlier in the day the Insignia Guide
definition of which shoulder loops to wear (which stated that you wear the
ones in which you are presently functioning) I did not think to add that
again. You are correct, if a person wears a BS uniform the red loops
should actually be worn since that should be the position in which you are
functioning while wearing that uniform. If the same person holds a pack
position and wears a CS uniform the loops should be blue.
Both my sons worked at Philmont in different years, and they both wore gold
('84 and '86) as their supervisors stated they were functioning in a
"national position for the summer, not a local council position." Neither
of my sons wore uniforms for their home scout positions at Philmont, but
uniforms with the correct insignia for their summer positions, which
included the gold shoulder loops.
I will try to be more specific in these postings from now on.
