I remember VERY WELL when the activity pins were first worn on the
hats. During the 1988-89 Scouting year, they actually did away with
the WEBELOS colors and said that the activity pins were worn on the
hats. (Colors could still be used if you could find them.) I was a
WEBELOS Den Leader that year. We scurried around to the various
Scouting distributors and bought up the WEBELOS colors we could find.
There were a LOT of complaints about the change. Apparently enough so
that the following year the WEBELOS colors were brought back (in a
slightly modified form: the bar at the top was straight instead of
curved to match the bottom of the flag patch instead of the shoulder
