The little hanging "thing" is I expect - the National Eagle Scout
Association (NESA) membership ribbon. It is not an award, but has
been authorized for wear on the BSA uniform for NESA members only.
Not every Eagle is a NESA member. But the PATCH and the KNOT are
not worn together, same for the Arrow or Light and the KNOT.
It is also policy that adults DO NOT waer the YOUTH patches, only
the knots, so it is a DOUBLE violation, unless your DE is under 21.
SO, I think this forum should be to think about suitable punishments!
