Uniform rules and other rules

The recent discussion about service stars, trained patches, quality unit
patches, etc., has stirred up a concern in my mind. Granted, most people
just don't know the rules for uniform wear, since their only guidelines
are the diagrams on the inside covers of the various handbooks and
possibly the uniform inspection sheets.
My worry is this: if someone is way off base in the wearing of uniform and
insignia, and when counseled about it, gives a "mind your own business"
type of reply, how closely is that person following other more critical
rules and regulations, like health and safety, child protection, tour
permits, two-deep leadership, and on and on.
I hope that mistakes in uniforming are mainly out of ignorance, and not a
reflection of the person's attitude toward the program as whole.
