Ok, talking about adult wearers of service stars only - my copy of
No. 3220A (1990) Cub Scout Leader Book says on page 153:
Leaders wear ... light blue.... Men (sic) may wear multiple stars
with different color backgrounds, showing years of youth service in
each part of the program. (Gold ... green ... red ..., and blue for
leaders, OR MAY COMBINE ALL BSA TENURE IN A SINGLE STAR WITH A BLUE
BACKGROUND.) <== my emphasis
According to this, my 10 youth years can be added to my adult service
into 1 star on a blue background. Unfortuantely, I can't find this
permission to combine in the insignia guide or my scoutmaster's HB.
What gives? This is the way I have always known it. BTW I don't wear
the stars, but if I did I would want to combine all into 1 blue.
