One point to clarify please: SAY, You have two BOY's at age 11.
One is a WEB the other is not. The NOT joins the troop in FEB,
just before the "anniversary dinner". The other (WEB) waits
until the Brigde crossing in April. Now, that pack hands out
the pins at the last pack meeting of the year (may or june).
SO since WEB (now a scout) is no longer in the pack, he don't
get a CUB/Web year/service pin. And since he joined the troop
after the "anniversary dinner", when the next dinner rolls arround,
the "NOT" a web, will get a pin. The WEB not only missed his CUB
pin, but will not get his 1 pin, til after he has been in the unit
for 22 months! In a past unit, they always counted the year as a
FULL year IF there was a transfer between BSA register units.
Otherwise, transfers from Tigers to CUB, or CUBS/WEB to scouts
will always lose a year, or in this case 22 months. When I was
the guy doing the pins, I made sure BOTH these scouts got at
least a 1 pin. It seemed like the RIGHT thing to do, weather
on not it fits the rules. BTW, the WEB in question - SCOTTY,
almost an Eagle, and should get his 2 pin after his Eagle!
