I always thought service stars were awarded for 12 months of service
and that partial years did not count. By tradition, our pack always
presented service stars at the September pack meeting to all who had
been active since the previous September. Boys who joined later in
the year got theirs in the month they joined.
However, one troop I worked with only presented service stars as part
of rechartering. If you weren't on the charter renewal the year
before, you didn't get a service star. They refused to deal with
transfers and their tenure in other units.
Personally, I think that the use of service stars provides one more
recognition opportunity and helps promote tenure but I vote for full
years of service.
