THIS is the original question guys. I tried to NOT make it sound like no
one was reading the forms. However, you guys are much too alert for such
The head of the chartering organization is just that the IH (Institutional
Head) and in most cases that signature is NOT required on much of anything.
However, there are exceptions, notably the recharter papers. The IH signs
as acknowledgement that he/she approves of the BSA program, and it's unit
voluenteers for another year.
The COR job description is stated clearly in: The Council, The District,
The Chartered Representative, and all basic training course manuals, as
well as the training course itself for the COR.
The COR is the only one from the units that has a VOTE on the district
committee (thus SHOULD attend every monthly meeting and actively
participate in the functions of that committee) and has a VOTE on
the council board.
