NO! There is NO place on the application for the unit leader to
approve ANY position ( and there never has been any place for the
unit leader to sign). The unit committee and the charter organization
make all decisions for approval. On the first approval line, it is
the Committee Chairman and there is no provision for a substitute. For
the second line, see comment below.
In answer to the original question:

It is NOT "a member of the chartering org.", but either the head of
the organization (senior officer or administrator) or the COR. This
is generally a negotiated decision based on the wishes of the head
and his/her understanding of the responsibilities of sponsoring a unit.
