The COR (or CR as listed on the charters) represents the organization.
Thus, his/her signature is approving the adult leader candidate FOR the
organization, not his own personal self. A CR never is supposed to be
voicing or representing his/herself. To the units he/she speaks for the
organization; to the organization he/she speaks for the units and their
boys and leaders.

That is correct. The CR approves for the parent teach club in your case.
