I don't know if they still do but in the early 60's the Kansas City Mo
Council awarded all eagles in two (semi-annual) area wide ceremonies.
Again at that time they had higher requirements for Eagle then other
councils (ex Red Cross life saving instead of the BSA version, longer
waiting period between ranks). They still had more eagles then any
other part of the country.
Now that I have had my chance to "catch you out" [ BIG :-) ] Let me
say I agree with you on the pack to troop transfer. It is better
to move the boy when he is ready.
Maybe one alternative is what we are doing for our Eagles in Cleveland.
A troop court of honer and a council wide recognition program once
A suitable setting with the main message being. "these are the guys
we are expecting great things from because they come with the cub
experience etc" MIGHT be an idea. ( The tough part is to make this
statement come out a "challenge" to the boys without over pressure
or slighting those scouts without cubbing.
