Our Council says that you don't reeeaaally haaaaave to use the Local
Tour Permits for simple short trips, like the local fire station, but
they are MUCH happier if you do. (Part of this is probably that
more trip permits --> busy packs & troops --> busy and effective
Council). This keeps everything 'legal' and there are no problems
with insurance coverage if (God forbid) you ever need it.
And, it is SO EASY to do that I don't understand why it's a problem.
We can FAX Council the request and get back permission by mail in just
a couple of days. Now, we don't usually give them the 30 days we
should (who plans that far in advance anyway?), and if the scouts are
being transported by their parents/guardians, we don't even send in
the back of the form. The hard part is rounding up a second member of
the committee to sign the request. It helps if you are married to one
