Although it has been several years since I was camp school faculty, I never
heard that "Camp School" could bend the rules. The Rules are made by BSA
and not by Camp School. Not having the reference material at hand, what I
remember is that *anyone* can provide instruction but MB counselors must
be approved by the Council advancement committee. Juniata Valley Council
uses a rubber stamp "Passed at 7 Mtns Scout Camp". Unfortunately, it is
often wielded by a 16 year old *counselor* who has reduced the requirements
to almost nothing. My favorite is Archery where the requirement calls for
making 6 arrows. At camp, that means buying the material at trading post
prices to make ONE arrow, but if you don't get it made, that's ok--you
intended to do it!!
