Chris, I hate to disagree, but not everyone is considered an adult at 18.
I am 19 myself, and recently (June-August) finished a tenure as the commissioner
at our Council Camp (Krietenstein), and I'll have you know I never saw a
single merit badge card. I offered several times to teach a course, but they
would not let me, and I fear age was the reason. Also, the camp commissioner
has the duty of psuedo-chaplin, in a case where there is not an on-site chaplin.
I was given directions completely opposite this. Directions that made it clear
I was not thought able to cope with some of the problems that the youth might
have, or the staff, or the adults.
In the end, the wonderful job of Camp Commissioner was reduced to
Officer of Latrine Facility Management. (i.e. I swept stools all day...)
