I couldn't agree with this more. But I also feel there are times
when the rules can be "bent".
Several years ago, our troop was on a week-end camp-out. Forecast lows
in the forties, forecast highs in the sixties. In one twenty-four hour
period, we had high wind, sun, rain, sleet, snow, frost and fog. (Just
about every type of weather available.) Well it got down to 16 degrees
that night, a lot of the kids didn't bring proper clothes, and even
though it did not stay below 25 for a straight twenty-four hours, it
stayed that cold overnight, and everybody there got a polar bear patch.
And I would argue til the cows come home with anyone who said they did
not "earn" it.
(However, it was a great example to stress "BE PREPARED"!)
