Well, the NEW policy that was in effect at NOAC (National OA Conference) was
that scouts (& arrowmen) were to no longer use ANY type of paint or makeup
or wigs. This new policy is in deferrince to the native americans and is the
rule from now on. And it covers all ceremonies and competitions.
