The supervision requirements for a canoe trip are at least one adult over
21 to supervise the activity AND someone certified as a BSA lifeguard or
equivalent. The BSA lifeguard might be a youth. The unit must adhere to
the BSA "Safety Afloat" policies.
National will check to make certain the supervision requirements
are met when you request a national tour permit.
In my opinion, the Safety Afloat policies are well thought out to
emphasize accident prevention while still allowing the boys to have fun.
I went white water rafting with my son's unit as the certified adult
this last summer. I believe we adhered to national's policies, but
still had fun.
