Yeah, that's true. A Scout cannot wear Bronze and Gold together. A Scout
CAN wear Bronze and Silver or Gold and Silver together, as well as two Silver
The Palms are based on the old military awards structure, whereby if you earned
the award twice, you receive a bronze device and three times you replace the
bronze with the gold and four times with the silver. And then after the fifth
and subsequent times, you combine the silver with whatever to equal out the
number of the award. That is the reason you cannot wear bronze and gold
together, because 5 + 10 (# of merit badges) = 15 (Silver Palm).
I'm glad you made that note about the Board of Reviews and brought it to every-
ones attention that advancement for the next rank in Boy Scouting BEGINS at
the conclusion of a successful Board of Review (that is the young man passed
the Board of Review for the previous rank) and NOT when he completes the
requirements for the award.
