Sorry Mike, just received this follow up message to Brian. Sometimes the
messages take awhile to get through our very busy network here on campus.
I note the above passage from your message ONLY to be sure that all of the
leaders on this network KNOW that it is NOT just Eagles who know that their
advancement starts with the passing of the Board of Review, but that ALL
advancement in rank is so acknowledged and counted.
Thanks. However, a Scout can STILL ONLY wear the palms based on his
current standing! Yes, it is advancement, so the same rules apply. The
Scout can not wear his 2nd class rank AND his 1st class rank. So too he
can not continue to wear the earlier earned palms when he reaches silver.
