RE: Eagle to silver palm: 3 months?

Steve Myers asked about the sequence for earning Eagle Palms. Mike

I'm not sure I agree here. The current handbook and the 91-93
Requirements book both say:
"You may wear only the proper combination of palms for the number of
merit badges you earned beyond the rank of Eagle. The Bronze Palm
represents five merit badges, the Gold Palm 10, and the Silver Palm 15."
I don't see any requirement that they be earned in any particular
sequence. I interpret the requirements to mean that the Scout that
Steve described (who had 58 MB's when he earned the rank of Eagle) could
earn a Silver Palm 3 months after his Eagle Board of Review (assuming
that other requirements were met).
It is also clear that:
1. The Scout has not earned the Eagle rank and two Silver Palms at the
same time. Three months must elapse between each palm.
2. The Eagle rank and the first palm could be presented at the same
time, if the Eagle Court of Honor is held more than three months after
the Eagle Board of Review (and if all other requirements for the palm
have been met).
Mike - do you have any publications which describe the requirement that
the palms be earned in the sequence you describe? I may be missing
something, but I don't think so.
