He can't "waive his right" to the Bronze and Gold Palms....he has to earn the
Bronze Palm, the Gold Palm, the Silver Palm, the Bronze Palm (2), the Gold
Palm (2), and then the Silver Palm (2)...and then any other palms he earns
in three month increments.
The requirements for the Silver Palm:
Be active in Troop and Patrol for three months since earning the Gold Palm.
Show Scout Spirit.
Make a satifactory effort to develop and demostrate leadership ability.
EARN FIVE ADDITIONAL MERIT BADGES BEYOND THOSE REQUIRED FOR LAST PALM (NOTE:
Merit Badges earned at ANY TIME since becoming a Boy Scout may be used to
meet this requirement as long as they have not been used to meet EAGLE or
PREVIOUS Palm requirements)
Take part in a Scoutmaster's Conference.
The requirements are outlined in the Boy Scout Handbook and the Boy Scout
Requirements Book as well as the Scoutmasters' Handbook.
As a personal note, I have earned 22 merit badges over Eagle at the time of
my Eagle Board of Review...I still had to wait the three months between each
Palm before I could receive it. He just has to be patient.
At the same time, don't discourage him from this process...any Scout that can
amass that many of merit badges has much going for him! He and his Scoutmaster
has to be reminded that the Eagle Palms ARE ADVANCEMENT and not simply "waiting
out tools" for Scouts that have made it to Eagle and am wanting "something to
do" while waiting for their 18th birthday!
