Scout Hand Axe

While cleaning out th house of a neighbor who died recently, a scout hand
ax was found. After being offered $25 from an antique dealer, the family
decided to find out more about it before selling it. Since I had never
seen anything like it before, I would like some help in identifying it.
It is a hand ax. The handle and head are made from one piece of steel,
with wood handle pieces on either side of the steel. On the Butt, it is
inscribed "BRIDGEPORT." There is a 1st class badge on the face. On the
shoulder of the handle, it has "Bridgeport HDWE MFG Corp; BridgePort CONN
I would appreciate some information regarding when this ax was made/sold
by the scouts, how much it might be worth to a scout collector, or even a
reference to find out more information. I AM NOT interested in offers to
buy the thing.
