Merit badges for Life rank

My son, Andrew, recently completed Swimming and then Lifesaving. This
gives him at least 5 merit badges beyond Star rank: those two plus Cit.
in Nation, Leatherwork, Archery and several other non-Eagle list MBs.
He also has Emergency Prep. which was applied to his Star rank advancement.
He asked his SM, George, who is right about such things 99.44% of the time,
if he had completed the necessary MBs for Life rank. George replied that
he could not count Lifesaving as one of the three Eagle list badges required
for Life because he had used Emergency Prep. for Star. The Handbook, however,
says, "Any of the 14 may be used for this requirement."
I told Andrew not to worry about it and just hurry up and finish Safety.
I am concerned, though, that I might be misunderstanding the Handbook. If
it says, "Any of the 14 may be used...", why can't he apply Lifesaving
toward his Life rank advancement? Am I missing something here? Is the
Handbook unclear or confusing or is it just me?
