All medical forms (including those under 40) require a Doctor's Signature.
It just when you are under 40, you do not have to go every year. For
adults I thing it is every two years and youth every three years.
The reason is simple, camp is very physical and many adults just are not in
top notch condition. They do not know your physcal condition and problems
at camp without this background. In addition, most camps are a good
distance away from medical facilities. An example, out troop went to Camp
Victoria last summer. Camp Victorio is at over 8000 feet elevation and
over one hour from the nearest town. The nearest city of any size with
good medical facilities is Tucson, some three to four hours away.
Many Scout troops have located doctors who are willing to do camp physicals
at a discount or for nothing, for the reasons you explained. I remember
one troop in Oakland California where the doctor even came to a troop
meeting and did the physicals.
