Please give me your reference for the above statement, as my brand new 1991
edition Scoutmasters' Handbook says only that after he earns his Arrow of
Light he may join a troop.
Always like to keep on top of these changes - if indeed there are changes.
Tomorrow night is our roundtable (for both programs) and I need to state
this regulation clearly and with references.
