Probably your council was formed in 1972 when there was a nationwide
redrawing of councils based on "boy count." Redistricting still is done
with boy count as one of the criteria.
However - in Chicago Area Council last year we were redistricted from 17
districts down to 12 - reason given by the Council Executive Board (the
only entity with the power to redistrict) those districts closed had very
few units, were dropping units monthly for over a year, had been failing in
all measures. What those districts needed was strong support from more
successful districts. (AND SAY I-----This way the council got to SUDDENLY
elimiate five district executives, as well as 3 office clerical (they
should have fired them all in this office), and got to save a great deal of
However - this is the 3rd merger I have lived through in my 20 years with
BSA, and I must say this one was accepted smoothly, DID strength those weak
areas, and has proved successful in getting our program to lots more boys.
