I have an 1982 _Cub_Scout_Leaders_Manual_. It states that women can hold
any position in the Pack except, Weblos Leader and Asst. Weblos Leader.

I assume that restriction doesn't apply to the Scouts just the adults. In
the early 70's when I was in Explorers, we had an exchange staying with us.
We went ahead and registered her in our Post. Since I was the treasurer of
our Post, I remember how we had to fit her address on the application. The
state was FI and the zipcode was NLAND. The only complaint we got from
either Council or National was that we used an old application form.
