Over the years, it has been taught that the Scoutmaster has the final say
as to whether a scout has been "active", since the SM would be aware of:
1. what time constrictions the scout has
2. how much time has actually been spent with the troop
3. if the scout exhibits true scout spirit, which is the whold
basis of the "active" requirement.
Therefore, the SM and the troop committee advancement chair should have
already discussed the "active" as well as the "spirit" requirements for
rank advancement PRIOR to the scout going before the board of review.
