Yes -- there is an ABSOLUTE regulation that ALL members of BSA be citizens
of the USA. You will find this in so many publications, I can not even
begin to list them all. AND - your committee chairman is quite correct,
however, what you have run into is the "norm" slipshod office processing.
The reasons are quite clear, and have NOTHING to do with the military. The
requirement has been there since 1910 at the inception. For:
1. The movement is chartered to the Congress of the USA.
2. We DO require pledging allegience to our flag and country (viewed to be
unfair and not correct for peoples of other countries).
3. The regulations state that the non-citizen needs a letter of permission
from their own country to allow them to be registered in BSA.
4. By the way - this is NOT a "USA only" regulation, but is found in World
