Again - please refer to the 1990 edition (and as far as I can tell, the
past 10 years worth of this pamphlet) of the Insignia Guide.
Eagle Palms are:
1. Worn by Eagle Scouts and Scouters who are Eagles, if they has earned
the palms before the age of 18.
2. The palms are worn (all that are earned, not just one) on the ribbon of
the medal, and on the Eagle knot. It may NOT be worn on the cloth Eagle
badge, and the cloth badge may NEVER be worn by an adult (defined over 18
years old). (Exception: Special Needs Eagles).
Sorry - but all the information we volunteers need is really in writing
somewhere - in the case of insignia the "bible" is the Insignia Guide.
Also - I hope you are aware that all insignia remains the property of BSA,
and is under the copyright laws.
We (volunteers) can change most anything in our Scouting Movement, but we
need to "work within the guidlines and rules to effect a change."
