It may be a local restriction here because of the US Military sponsorship,
but I get the impression it's more widespread. Could somebody with
the rulebook please check? Or for quick confirmation, look at a BSA
Adult Application Forum - it has a summary somewhere on it.
I do know that I am a special case here. Normally none of the local
population is permitted to join - youth or leader; it's part of the
agreement within the World Organisation which allows BSA to set up
shop in another country. (I don't quite count as an "indiginous national"
yet - nobody tell them I'm resident here, please!)
