Two adult rule

I have a question about the two adult rule that was discussed about
two weeks ago.
It is my understanding that two adults are not needed when
TWO or MORE boys are working together with a merit badge counselor.
Has this been changed?
I teach a section on merit badges at Scoutmasters' Basic Training
and the printed source material comes from our council office.
I thought National provided the material to the council. We teach:
1. The boy must get the Scoutmaster's approval to contact the
merit badge counselor. 2. The boy must have a buddy. 3. The
boy and his buddy must be together whenever either one is
working with the counselor.
If there must be two adults present when boys are working on merit badges,
then we must change that part of the basic training curriculum ASAP.
(SM Basic will be offered next in Spring, 92)
