Since I'm on here for the night (or so it seems), I may as well
ask another difficult question.
One of the 'alternative activities' is a sport which does not seem
to be explicitly prohibited by BSA, although it borders on several
of the prohibited activities.
Are US Scouts allowed to ride on light Hovercraft?
All Terrain Vehicles are prohibited. A hovercraft is not as
capable as an ATV on rough ground, but on gently rolling grass
it can outpace most wheeled vehicles. On the other hand,
without any large soft tyres at all, far less the required three or
four, is it an ATV?
Powered water-sport vehicles (or is it powered amphibious vehicles)
may not be used in a Scout aquatic activity. It's policy with this
vehicle not to let Scouts near the water. Only three people have
taken this one onto the water, all three well experienced with the
craft, all three noticed the differences of flowing land underneath.
We use nice dry-land training areas, so is it an aquatic activity?
Scouts can't do any flying activities. A hovercraft is a surface
effect vehicle. You don't get a set of wings for going solo!
Skateboarders can jump quite high from a ramp. A small hovercraft
never gets the skirt more than an inch or so off the ground.
One of the biggest problems is wear on the bottom edge of the skirt.
So is it flying?
Scouts can't take part in motor racing of any sort. Yes, with
a tuned engine, and a lot less weight, this design can be used for
racing against any similar vehicle. However, with only one to play
with, and no stopwatches running, is it racing?
Scouts in Scotland have had a lot of fun with the vehicle, as Scouts.
It's one of the recognised activities, with information given out
by the Headquarters' Resource Centre on how to build one for the Troop.
But can I plan on using it with US Scouts?
