The two-deep leadership only applies to the BSA unit. They could not
impose it on your VCP group, BUT...
I don't think the BSA unit would be given permission to "officially"
include your group in any of their activities for this reason. While
they could invite you to meetings or any other activities, you would be
there as "independent observers," not official participants. You would
not be covered by BSA insurance, etc.
Also, in almost all cases BSA leaders have to be US citizens.
The policies are rigid and less than perfect but the legal situation for
BSA at home and abroad is somewhat different than for other Scout groups
around the world. The moral attitudes that create these problems for the
BSA are *considerably* different!
(interested in trading patches with non-BSA Scouters....)
