Opinions are ususally our own, but sometimes someone will quote from a

On the adult policy. With a Boy Scout Troop or Cub Pack, you are an adult
at 18 years of age.
With an Explorer Post you become an Adult at 21.
BSA requires two adults at all functions (meetings, outtings, etc.) and at
least one of these adults has to be over 21 years of age. You can find
this in the ScoutMaster's handbook (sorry, I have an old copy and the page
numbers would not be much use, but I know it is in there). Try the section
on Leadership. You may also want to check the information covering Child
Protection Guidelines. It is in there as well.
