The Boy Scout handbook specifies THREE APPROVALS before working on the
Eagle Scout Project. They have to be the Unit Leader, The Committee
Chairman (or Troop Committee Representative) and a District/Council
Representative. There is no pre-approval required from an Eagle Advisor
(Unless that is what your District/Council calls their representative.) If
you get your hands on the new Eagle Scout Wookbook, you will see room for
only three signatures. By the way, the requirement does not state that you
have to have the signatures. Only that you have to have the approval.
Since this is a National BSA award, the local council or district cannot
change the requirements.
I will give some consideration to the second problem and try to give an
opinion latter. Sorry I do not know how National will react to this off
the top of my head. It may be in material, if the scout had the
correct approvals to begin with, then the first project may be used.
