To quote the Cub Scout Leader Book, p. 151
"Recruiter Strip. Cloth strip presented to boys for recruiting another
boy into the program. Worn by Cub Scouts and Webelos Scouts centered
below right pocket."
The Insignia Guide is silent on "Cub Scout" Recruiter strips, but on p. 23
"Recruiter Strip, cloth. No. 6056. Boy Scout, below right pocket."
The only other mention I can find is its picture on p. 16 where it is below,
but touching the "point" of the pocket.
So on the pocket only if sewed over the bottom point of the pocket.
