Yes...the Scouting programs do go back and forth, at the will of the National
Executive Staff and not neccessarily at the wishes of the volunteers in the
field. Take for example, the "ALL OUT FOR SCOUTING!" program which was launched
in 1975-76 after the "improved scouting program" made its way into many
Councils (some Councils boldly bypassed it, and those Councils were right that
The "improved scouting program" (introduced with the new uniforms and the
new full colored insignia), alled scouts to progress to Eagle (the ranks
were called progress awards) WITHOUT going camping ONCE. It also allowed
Eagles to become so WITHOUT the outdoor cooking skills (the cooking skill
award could be done in a kitchen, the earlier books stated).
I don't know about you, but the thought of a young man becoing Eagle with NO
CLUE as to how to show others how to conduct themselves on a overnight camping
trip, just didn't sit well with him.
Bill ("Green Bar Bill") Hillcourt and a group of veteran volunteers and two
other professionals developed the ALL OUT FOR SCOUTING! program because there
was so much argument from the field that "we are not running a Scouting program
anymore...we are running a older child-care program".
