Let me throw in my "two and half cents worth" here at this point.
First off, the Uniform and Insignia committee is composed of nineteen
volunteers and nine professionals...the professionals vote usually as
a block on those matters.......
Second, the "patch police" (as Adrian described the staff persons that
monitored the various patch trading forums (the "established ones") during
the last National Jamboree (and will be doing the same at the coming one
as well...) do so to enforce the BSA's policy of insuring that "only
patches that are not against the BSA's policy of trading/selling is
sold by other than authorized BSA supply centers" (Wayne Heller, one of
the "patch policemen" at Trading Post 3).
For the record, only CSPs and "generic" OA flaps as well as "general
event patches" were permitted to be sold or traded during the Jamboree.
That is the reason why many Councils created special CSPs or OA Flaps
for the Jambo (and henceforth, created another catagory of patches...
the "generic" or "trading CSP/Flap" (as opposed to the "real" ones that
are worn by the members entitled to wearing them).
However, as I stated in a earlier posting, what is said by policy and what
is actually done are two separate issues, and what happended at the Jambo
is what has happened at Jamborees in the past upteen years!! There is
very little that people can do to *break tradition* except as (I think
Kathie said this) to "educate and inform" the Scouts and Scouters as to
the *real* intent on trading.....to meet new friends and to exchange not
just the patch, neckerchief, pin...but personal stories associated with
that patch, neckerchief, pin...
Again, there is policy and there is application of that policy.
To briefly (because I am between staff meetings....)answer Don's question
on why ALL of the 423 Councils (after this weekend, it will be 422)'s
CSPs are NOT sold through national......
...because some Councils wanted a cheaper patch with the same high quality
as where National gets theirs made through. In those cases, those patches
will NOT be sold through the Supply Division because the Supply Division
does NOT have those particular CSPs. The same thing holds for the OA flaps.
National does NOT produce everything for local Councils...if a Council
feels that they can (and do, in a lot of cases) get a better deal from a
local supplier (or someone that does quality work, like Stadri Inc., or
Thread-Letter in Indianpolis), then they will spend their money there.
Only 65% (roughly) of the Councils do their design work through National
and therefore their patches are available through National.
