Okay...the original copy got zapped, so here we go...
As I stated earlier, Griz and I have talked this over, and here is the
SHORT VERSION (yes, the short version!) of the replies to your questions.
Yes, national changed the rules on restrictions and then reversed itseld
and stated that it was up to each Council's Lodge to set their own
restriction policies.....before, all lodges were restricted on the number\
type/color of the Lodge flap, the most colorful of all Scouting's patches and
insignia. The ONLY RESTRICTION THERE IS IS THAT ALL FLAPS MUST BE AVAILABLE
ON DEMAND TO THOSE THAT HAVE MET THE REQUIREMENTS (in other words, Lodges
cannot place a limit on the number of Brotherhood flaps that you have money
to buy...PROVIDED YOU ARE A BROTHERHOOD MEMBER of THAT LODGE. (we talked
about this before, where you cannot go from lodge to lodge and "collect"
lodge flaps, even though as Don will tell you, things like that happen
all of the time!)
Yes, ALL EXPLORER POSTS CAN HOLD ELECTIONS....its says so right in the OA
Handbook, in the chapter on elections....(I think, its chapter 3....don't
quote me, 'cause I don't have one handy...but I could find it for you!)
Females cannot be elected because of two facts: ONE, they are FEMALE YOUTH
MEMBERS..female youth members cannot be elected (right now). Two, they have
NOT met the rank requirements (first class in a troop). But a Post or Ship
that wants to recognize a male member with this honor may hold an election and
elect a female adult advisor and a youth male leader.
To get a copy of the National OA bylaws, write to the Order of the Arrow
Service (attn; VJ VanHooten, Associate National Director), National
Office, BSA......(VJ may be gone....but it'll go to the right person.)
