less than 12 Scout laws?

Just a few weeks ago I looked at my reprint edition of the 1911 Scout Handbook
as I was preparing a talk for an Eagle Court of Honor . . . at that time
there were 12 laws . . . the text was essentially the same as for my own 1957
handbook; it is only in past few years that the text has changed.
The thought on fewer than 12 may be from the 1908 (or so) edition of B-P's
Scouting for Boys (also a reprint) in which there were I recall only 10 laws
for the British Scouts.
