Let me add to my last reply, that our council no longer allows
even our council sholder patch to be sold any place but the
council office! It is not even listed as one that you can buy
in the NATIONAL CSP list! And the office now charges $3 for
a CSP that a few years back was $1.15 in the local supply stores.
Sure they recently updated the design, but even then it listed
as $1.75 on the national supply CSP sales list, and is still
being sold at the office for $3. But, I must admit that our
council is much better of financially now! I don't know if
the full service store operations have contributed to the new
found prosperity, but at least it can't be losing money (I hope).
So it may be that our council is inforcing an OLD or outdated
policy. However, the local GOODWILL stores still do not sell
used scout uniforms. OTHER outlets such as AMvets still do.
One scouter I know collects old uniforms and "rents" them!
He charges $2 per year up front, and you get at 10 cent rebate
for each meetting you are "inspected" in full uniform. He
also accepts "credit" for the $2! This guy even has official
BSA shoes, still in the orginal boxes!
